On my '94/95 those connectors on the glass have some of the metal contact exposed, easy to probe with a meter without disturbing the connector at all. Is yours the same?

I'm not suggesting a problem with the gear "thrusting out" from a bad solenoid or friction in that spiral. I think the gear may be engaging the flywheel fine, but the clutch between the starter gear...

A Stant #14279 t-stat will fit the OEM housing; and that is what I would use, even if I had to get an OEM housing.

That PCM number looks correct, but it is a "universal" unit for all 2000-2002 S-series, it must be programmed properly for your engine, trans, and probably BCM.

Those EGR pins are A to E, with the 5V on D and ground on B. Neither end pin is going to tell us much. Do a search for images of "saturn linear egr" for the pin-outs. You might even want to remove...

Which EGR pin (letter) had 8.96V? Pin "D" is the one that should have 5V to ground.
