there is no way of tricking a smog test unless its like the old days when the car didn't pass smog and they would use the tailpipe rod on a different car to make it pass, the thermostat recommended...

im pretty sure its normal, i got a 98 automatic transmission on my 95 and it does the exact same. shifts between 35-40mph and around the same 2400 @ 60mph. You dont really have to wait the time...
