Make sure the belt is not loose. Try inspecting/cleaning up the connections and re-seating the plug on the alternator and battery. If that doesn't help it's likely the alternator brushes are bad or...

Another wheel bearing.

I wouldn't mind changing a front wheel hub bearing if it was actually bad. This is the second front hub bearing that I've changed due to rust on the reluctor ring wearing the face off the wheel speed...

I assumed you checked the fuse. If you did the ground at the splice pack to body may be bad.

You can swap the HVAC relay with one of the others. If the fan blows on high, you found your problem.

Sounds like the HVAC blower motor relay is bad or the output from the BCM is bad.
All speeds except HI are controlled by resistors. Since you have those speed the resistors must be good.
