All it takes is a good cat converter. No special plugs, oil, purging, etc. At some point, the OP is going to have to decide if replacing the cat is more practical than all these "fake it"...

Try removing the EGR valve and blocking the ports for it on the head.

It is unlikely valve timing would change, in an intermittent way, enough to affect performance.

The O2 sensor voltage varies at such a low frequency (1-2 Hz) that a DC voltmeter will work fine. Use a long lead on the meter so you can watch the O2 voltage while driving along.
