The pre-cat is part of the exhaust manifold. It can be readily unbolted and removed after moving the AC compressor out of the way. If you are just wanting to break out the honeycomb catalyst...

The pump relay is in the interior fuse panel located on the passenger side of the console. The panel cover has a diagram of the fuse and relay locations. Remove the relay and verify voltage at pin...

An internally shorted battery will since it can pull the voltage down even with the alternator functioning.

Have you checked for leaking hoses yet? Coolant flow doesn't change with the heater on so most likely just a coincidence.

The cover on my 97 is warped pretty bad and I chose to use a lot of black RTV to seal it instead of converting it to the aluminum cover. I normally don't go for hillbilly repairs but I will say it...

Specifically check for intake manifold vacuum leaks since that year SOHC engine had defective gaskets installed at the factory.

You can leave the belt on for that. The bolt size on the crank pulley is 21mm.

There is not an individual adjustment for the cables. I'd double check the brake shoe adjustment.

That's more than a 1/4" drive socket set is designed for. A long handle 3/8" ratchet is pretty handy.
