Billr, what are you using to measure vent temps of 17 degrees F?
Digital/laser type or kitchen/pocket circular/mechanical immersion probe?
If an immersion type, then, have you calibrated it...

^^ I believe the issue is that the DRLs headlamps are not lit, not that the dash DRL bulb was not being lit.

^^ The Saturn S series use the High Beam lights, but with a unique feature, the high beam is not supplied 12v for DRLs, but is sent only 6v and is on as a half bright light.

Presumably, you are working on the 1998 Sl1, not the Sky model.
If so, that gates K050757 is the correct belt, and that your car has AC, correct?
About 1/2" belt deflection between the idler and...

Just for kicks, i would remove the screws holding the center console surrounding the e-brake lever and verify that that e-brake switch is NOT engaged, and or it still functions correctly.

Well, I would drain out the transmission fluid and change the filter (in front of the battery under the snorkel). Remember to only use DEXRON III compatible fluid and not any other IV or else there...
