Have you called the Customer Assistance line? They can find you a shop to do it or you can file a complaint with them. Some way, some how, your warranty work will get done.

You most certainly can go to non-Saturn GM dealership for warranty work. It's up to the dealership if they want to do the work, though, like any other service.

Far as I know. Saturn Distribution Corp. was transferred to the new General Motors Company. That would mean GM is still responsible for replacement parts, warranty work, etc., just like Pontiac.
