I don't think metal service valve caps for r134a systems exist but I've been wrong before. I would suggest searching online hvac supply houses, distributors. Many are online with catalog services.

Unless you have info on what to measure crankshaft sensor signals, guessing can be misleading. Resistance measurement should be between 800-1200 ohms. There's a reason I ask for spark plug removal...

As to the damaged lock cylinder, if it turns the Passlock sensor should pick up lock cylinder rotation. If its damaged and jammed and can't rotate, the Passlock sensor can't detect cylinder rotation...
