Its my understanding that yes all it does is recirculate the interior air ... once the air temp is the desired level it just starts recirculating.

Got the rails yesterday and installed them rather quickly - I checked out thules website; and it said they didnt have a box for an outlook :( I guess I will head to Sears and pick one up there.

Thanks for the remarks - I sure hope they wouldnt charge much; specially if this is going to be an on-going problem. Honestly I am amazed after just a couple weeks I already have a chip all the way...
