From my experience the " keys" only insure you are close.
In you timing belt tool kit should be an aluminum plate that will fit inside the 2 cam sprockets.
It will have a couple of scribed lines...

Do you put a small bead on the inside edge of the pan as i have read ?

What is the recommended way to seal the oil pan when reinstalling?
After removing the pan I see little or no sign of sealant.

We reinstalled the chain.
Used vise grips to clamp the chain around the left sprocket.

If you are still planning on replacing the crankshaft seal you should do that before spending any more time on the timing belt.
The belt will need to be removed to replace the seal.

You are correct about the pulleys.
I am concerned you mentioned the Kent Moore tool.
It has nothing to do with the timing belt installation. Use the locking toll that came in your kit.

To adjust the idler pulleys, you loosen the retaining bolt slightly.
Then you rotate the eccentric center of the pulley.
It is a hex shape.
Your Camshaft Tool kit probably has an offset box end...

What you are describing sounds like the spring loaded tensioner pulley.
do not worry about the green and red cam locking tools at this point....

The eccentric pulleys are the idler pulleys that came with your timing belt kit.
The timing belt rides on these.
One is located between crankshaft and cam sprockets 3&4.

From what I can tell from your photos, when the crankshaft is at TDC your cam sprocket timing marks are not aligned with the timing cover marks. They appear to be off a slight amount. If I am correct...

RJ is correct about the direction of rotation.
At this point I would rotate the engine CCW about 90 degrees. Then rotate it CW to engage the crankshaft lock against the water pump.

Helping a friend change the timing chain and balance chain.
Replacing all the sprockets,guides and tensioners.
Also the water pump.
We have been unable to get the balance chain sprockets bolt...

I agree a head gasket kit is the way to go.
I strongly recommend Fel-Pro.

A quick search says you can buy used heads for around 100 each. Add gaskets and the timing belt,pulleys,water pump for around 200.
All thats left is labor, either your time or your money.
