Most likely, the buzzing is only the fuel pump running and noise traveling along the fuel line. There is nothing in the filter that can buzz.

I ran my 98 SW2 automatic up over 200,000 miles before I sold it for a larger vehicle.
Best to do with this automatic is to change the transmission oil, change it every 30K miles minimum....10K if...

Who made the top mount, since true OEM ones have not been found since about 3 years ago?
Aftermarket mounts have not all proven reliable, nor especially good at dampening the vibration.

Seems that all rear drum brake adjusters work the same, you go into reverse and brake. Most driveways one pulls in, then out again to leave usually is all that's needed....unless, a circular driveway...

Mine was not damaged when I did the 98 SW2, however; spreading out some 2-part epoxy might stiffen it up.
I have used this on outdoor post repairs and it is great, like modeling clay or sculpy...

There is a horn fuse, however I don't have access to the car to locate it just now. Perhaps someone else will chime in with which fuse box it's in.....

Does the battery still show at least 12.6vdc before attempting to start the car?How many miles on the starter?
Is this an automatic or 5-speed, if stick, be sure shifter is in NEUTRAL and parking...

I have used spray on dry teflon lubricant for long lasting results. Use on horizontal and vertical sliding glass windows also.

Generally speaking, check & replace as needed:
Plugs, wire set, ECTS if a Saturn S car, ease up on the gas pedal, no jack rabbit starts, bumper to bumper...
