I rebuilt my 1997 engine several years ago. Did not apply rtv to crankshaft washer or the bolt face and I do have a leak that appears to be from that area.

I loosen the front torsion bar. If I remember correctly I did not need to remove the bolts but they were most of the way out.

Are you using PB Blaster on both sides of the backing plate?

I'd be inclined to remove the brake shoes. Turn the backing plate so the brake shoe side is facing up. Then apply PB Blaster.
