According to both of my favorite GM OEM parts websites, the '03 to 05 L-Series cars had a front bumper lower deflector. That part no., 22683982, is NLA and I couldn't find it at Vintage Parts either....

I would think that a repair shop replacing your steel brake lines shouldn't charge you more than two hours of labor. My only caveat to that would be if they were having significant difficulty...
