You're right, they're not about braking power, they're about maintaining braking power. Under repeated extreme braking a drum brake cannot dissipate the heat and will fade, losing effectiveness....

IMO, unless you're autocrossing the car rear discs on a Saturn are an absolute waste of time. The rear brakes in these cars hardly do anything at all. I was a Saturn mechanic for six years (93-99)...
