Sorry to beat a dead horse...In high speed operation both the low speed and high speed PCM contacts are energized. Therefore both fans are grounded in parallel so both receive the full available...

Just to add to the confusion...:dizzy:
Looking more closely at the diagram, it appears the PCM Low and high speed switches are labeled backwards.
Only Low speed PCM switch is on for low fan speed....

No, there are 2 states. Read the description and watch the guy in the video describe the operation.
Low speed (Both fans in series) and High speed (Both fans in parallel)

I'm pretty sure you are seeing the high speed relay kicking in. Remember both fans go to full speed when the high speed relay turns on no matter which position the working fan is put in.

Rockauto lists 3.5l parts for 2008 and the Owners manual for 2008 shows the 2.4, 3.5 and 3.6...

Just to be clear...there is no AC fan.
Both fans are controlled by the BCM and it determines the conditions where the fans need to be on.
I don't think you have an ECTS problem. You have a no low...

Put 12 volts directly on the fan to be sure it's broken. If it is, replace it first. I think the cooling system operation will return to normal.

This is for a 2004 3.5l Vue. Hope it matches yours.
Check the cooling fan relay. It appears to control the low fan speed.
