IIRC there are plastic clips that hold the foam piece to the bumper and there are clips that are a break off type holding the bumper fascia to the trunk lip. There are 2 and they're at the outer edge...

I vote for fuel pump fitting leaks. Happened to my 2001 l200 and now getting the same problem taken care of (under recall) for my 2007 Ion2. Plan on around $300 for the pump and around 2 hrs. labor....

Alternator problems can cause flaky things like those to happen. Most shops can't check it correctly w/out a diode tester. You can search on diode test(ing) to find a post by Wolfman detailing this....

Barring surgery to some wiring I don't think so. Check the owners manual for some other features of the system, but I dont' think that level of customization is available in a stock system.
