The "oil consumption issues" are directly related to sticking oil control rings, the reason for the PCV system is to vent the pressure from the crankcase that results from blow-by past the rings....

Just an update, picked up a starter last and it was the problem. And yes, the top bolt is still a pain in the arse to get to.
DTDSasquatch, rappin' the starter on our cars isn't the easiest thing...

Went out at break (i'm at work) and checked the battery with a digital multimeter and the battery showed 12.7 volts, I had a friend try to start it and the volts dropped to 11.7. But still no...

Sounds like the Idle Air Control valve pintle needs cleaning. If it's unable to seat cleanly it could cause the irratic idle.
