Possibly the backing plates on the front wheels, there are small tabs on the bottom of the plates that rub on the brake rotors when rust builds on the rotors

Take a close look at the rest of your sub frame from front to rear, especially around the step bar anchor bolts, you may be surprised if you tap it with a pic hammer.

Don't use RTV on body panels the acid will eat the paint and metal, did you ever wonder why it smelled like vinegar, Ive seen it numerous times when people rtv the nameplates and moldings back on...
