I know there are some anti theft things in there, not sure what they all are though. Never looked at...

That's a GM part number (all Saturn part numbers start with a "2" - probably "211" but not positive) - the generic GM part should work fine with the Saturn.

The Saturn part number 21172105 was...

Yep. you nailed it. One of the "bad ECTS" symptoms is - coolant boils over, fan never turned on, and temp gauge never went into red (stays at about 1/4)

Everything is kosher now, but...

Also, turn the engine off and turn it back on. If idle drops to normal, replace the throttle position sensor (TPS).

Bad TPS will generally result in a slightly higher idle than you are seeing,...
