You'd have to search past threads about Saturn TBIs, diagnosing and troubleshooting because its been covered. If the regulator wears or punctures, fuel either foods or won't feed the single injector....

If you have AutoZone, call ahead. They have loaners too. It's worth the time and effort before committing to a major project whether cutting a hole or dropping the tank from second guessing.

In addition to possible pcm failure, did you try checking or measuring for fuel pressure? If the fuel pump is original with high millage on the engine, intermittent pump failure should be considered....

High idle should drop before coasting to a complete stop. That's the iacv controlled by the pcm raising and dropping idle rpm. If you have the original iacv, can it be cleaned and put back in?
