Precat showed up first in some areas of CA in 96, apparently, then in other emissions-restrictive states (NJ, MA) in 98 or 99, but were otherwise generally unusual until '99 when they were common...

Then it had the trans replaced with a 95 MP3? And cruise still worked?

Before you go out and buy a new cat, does your car have a pre-cat? Looks like a coffee can-sized bulge underneath where you pulled the O2 sensor, see rc1488's pic here at post 6...

Either I didn't get the RTV I was entitled to, or I threw it away with the box :D

Done 3 cam cover gaskets now (all in the last ~ 10 years), never had an RTV packet in any of the preformed gasket...

It only takes a small amount of corrosion at the connector end (esp at the female receptacles that the 2 ECTS pins go into) to give a bad reading.

Sometimes, the damage is not visible to the eye...

I'd clean off an area on the inside of the head and timing cover...

Since both lights are non-functional, and have been replaced, I would check the backup light switch on top of the trans and the fuse. This thread has a photo link by richpini showing the switch...
