I just had a P0303 on my 98 SC2 and it turned out being a misfire caused my a bad ignition coil pack.

I was thinking this as well. I have no idea how long it's been busted for...and yes LOL i did think of just zip-tying the boot back into place...but i thought about it and i've (mostly :D ) always...

How do i replace this boot? just unscrew the inner tie-rod from the outer and slide it off?

Welcome to Saturn. Mine used to burn like crazy so when it burned down a quart before an oil change (about 1-2 weeks before) i added a bottle of Marvel Mystery Oil then changed the oil a week-2 weeks...
