780 is OE length. 778 is what some use with noisy aftermarket tensioners.

I just went out and pulled mine since it's been a while. There are no bottom holes other than the ones to mount the pushpins at the bottom. Still several big holes on the outside frame rail.

If you've got enough water leaking into the frame rails, I guess it is more than the forward and rear "drains" in the rocker cover can handle allowing it all to fill up.
