Jumpering the fan relay connector shouldn't activate the A/C compressor. Are you sure it was the fan relay that you bypassed?

That's normal operation. The idle air controller raises the idle while decelerating. Its effect on braking effort should be minimal to negligible. If you really notice it causing undue braking...

^^^^ Pivotal question. It's possible it's something as simple as the cable from the shifter to the transmission has become disenaged or has broken.

Try turning the key to ACC (NOT to RUN), then see if you can shift out of Park. If you can, it's most likely your BTSI - brake transmission shift interlock. Not in play until you turn the key to RUN....

IIRC, the housing is the same side-to-side, only the bracket is different. But ditch the wimpy fog lights and get a set of aftermarket driving lights. I forget the exact size, but Pilot/Navigator...
