That's the stainless steel OEM muffler. I think you can inspect the top of the strap by jacking up the passenger rear and pulling the tire off.

When you say, "low", I think 87 but then I remember that 85 is available in some places and maybe lower

I think I've read that some folks had good results at the cheap chain paint places (Earl Scheib or Maaco?) - what they did is sand down/prep the part themselves, removed it from the car and took it...
