That splash shield is what traps the leaves, maple keys, etc, against the subframe and causes it to rot away. Best removed and discarded (mine are).

Um... I don't see anything in your pix that tell me the engine is mistimed. The timing is checked with the crank sprocket mark at 5:00 position with #1 piston at TDC and the appropriate coloured link...
