You are picturing the flow backwards. There is no overflow in this system.

Coolant is constantly flowing through that hose when the engine is running. Flow is from the engine near the intake into...

Depends on your state, but getting the title transferred is no big deal in MI because the S series were USA build. There's a Customs form, you get it stamped at the border, and that's it....
