I may be as simple as pulling the Ign3 relay and plugging it back in. Your cousin is probably correct. Why donít you buy a Delphi relay to replace ign3 relay. I would pull every fuse a couple times...

The dome lights are a battery hot circuit. All the other items you have described are ignition hot circuits.
The left fuse panel is the main in car panel. The right panel is used for optional...

The L100 was the basic model with only air conditioning standard. I would bet that you only have front speakers from the factory.

Does the Ign3 fuse turn on and off with the key? This tests the circuits in the left fuse panel.

I would start on the passenger side so you can still roll down your window. You might have to break one off to figure out the retainer. Sorry I am little help. You might have to source a replacement...

The window crank handle fits Vectra B up to 10/01. Looks like they also fit Astra models up to 09 and are still available on Ebayuk if you break one. They do not show the back side or the clip/pin....

Ign3 fuse is powered through the ign3 relay in the left fuse panel. The power to the relay comes from the 40A max fuse HVAC fuse in the underhood fuse box. Check both sides of the 40A fuse for power....

Buy a belt for a 2004 Chevy Cavalier with a 2.2 without air conditioning. No bypass pulley needed.
The L series came standard with air conditioning so there is no belt option listed for without air...

All I would do is ask to have the balance checked again and have them make sure you donít have a bent rim. They may need to release the tire from the rim and reclock it on the wheel to spin perfectly...
