The covers are attached via a flange in the back of the cover which slides over the bucket, and this is where moisture gathers and starts the rust process....

That explains the rust, by the looks of the end of the bar where the bushing was it did not have a lot of life left. Yes, mine separated while it was on the car, and they make noise as the end moves...

You can also tell by looking for the wires for the ABS sensors in the wheel well. A car with ABS will have a wire loom leading to the ABS sensor on the steering knuckle. A car without ABS will not...
