Any idea why scanner would read high MPH?
I suspect my thermostat and/or CTS is bad, so I wanted to check what the PCM was seeing. It reads a bit lower than I expected around 135-ish on the highway. I'm not confident in that reading...

I assumed you had been told that by a shop. That's the first I've ever heard of that happening. It would have to be valves as mentioned by Greg1. Maybe a heat issue with machining by GM a little...

Sounds like you have a cooling issue and and electrical issue.... your car is getting hotter than it should, yet the fan isn't kicking on.
It could be the coolant system just needs to be flushed...

I do not know the answers to your question, but I wonder about your statement about relying on the fan switch. You're in WI. It's not terribly hot there. I wonder if your cooling system is not up...
