Yes the 30 day exchange program. Sure hope they carry it over to the 2008 model.

Although there have been internal discussions regarding the 30/1500 exchange program, it will continue indefinitely. On the whole, it makes more deals than trouble. People are impulsive purchasers, but Saturn is the one manufacturer who allows them to change their mind.
I don't have the exact statistics, but personally less than 2% of my customers investigate exchanging the vehicle and only 1 person in 4 years has exchanged a vehicle they purchased from me because of a mechanical issue.

I exchanged mine because of paint problems. It was the deep blue and it had deep scratches that would not come out. Do you know if the 30 day exchange is once in a lifetime or each model year?

Once per model year or purchase transaction. That is, if you return a 2007 for another 2007, you can not do it again with that car and you can not do it again with another car from the same year.
Reasons you can't (paraphrased):
fleet purchase or lease
livery, taxi or delivery service
vehicle was previously returned by another customer
vehicle was Saturn/GM company car ("Program vehicle" or PEP)
vehicle was acquired in exchange for a vehicle from the previous year (2007 exchanged for 2006 car)
retailer demonstrator or used vehicle
vehicle acquired in a transaction other than retail purchase/lease
vehicle has non-warranty repairs greater than $300
