Dash Electrical-powerlocks goinf crazy

Rpm jumping up and down power locks going crazy. So BCM right ??! Well I got a used one and put it in and did the 30 min program and car won't start. I put in the old BCM so I would at least have a car to go to work but now the old one doesn't start either. Is there another module or something that is not letting the programing of the module. Or ????

OK, feel like a dummy. Battery went down while doing all this. It's obviously weak,shouldn't gone down in that short of time. So used BCM starts the car and will see in the next few days if the other issues where resolved.
