Saturn Vue Turn Signals Have Stopped Working

I have a 2002 Vue and the blinkers and hazards just stopped working. I've checked the fuses and bulbs and they are fine. One shop said they would have to tear the steering coloum apart and replace a part and one shop said it was probable a defective hazard control. Any one have an idea or a quick fix?

When both the turn signals and emergency lights go it, it's usually the flasher.
