2003 Vue - Rattle In Steering Column

After doing some research, I found a TSB that may address a problem I am experiencing with my 2003 Vue, but I cannot access the details on the repair. The TSB is "04-02-35-006 APR 04". My questions are as follows:
- If vehicle is out of factory warranty, will I have to pay for repairs?
- What is involved in this repair
- Is the fix to replace the entire column or the intermediate shaft
- If not covered by Saturn, how much would it cost to have this work done?

You would have to pay for it if you are out of warranty. It is a TSB, not a recall. It is pretty expensive, because they replace the whole steering column inside the vehicle.
